Last week’s debate in the House of Commons proceeded only after the Speaker discarded several of the proposed amendments, disappointing campaigners against the Bill. Other amendments were accepted. Malcolm Hord, chief executive of LAPADA, said: “The Kent Bill has again been further amended by the Commons. As a result of extensive lobbying by the trade this legislation has now been radically changed to meet many of the real concerns held by dealers. Condemnation of this form of local legislation has been almost universal and we regret that despite this, the Bill has been allowed to proceed.”
