The last paragraph says is that it is the trade who raise the alarm and tip off the authorities because their expertise means that they are first to spot a problem.

Sadly this expertise was not used by the government in establishing ancient ivory and horn objects in age, etc, when deciding to put a virtual total ban on fabulous pieces of long ago carved objects in these materials, which now means the general public can no longer admire these pieces at fairs but only in museums.
